Pay particular attention to marked paragraph (c). It gives the coal company the right to dispose of coal slurry, coal combustion waste (ash) and carbon dioxide. NONE of this is mentioned in the permit application submitted by the coal company and approved by the ever so compliant Illinois Department of Natural Resources.
